Dedicated and VPS both give you root; the difference is isolation and cost.
VPS
You get a VM with guaranteed CPU/RAM/disk. Cheaper, easier to scale (add another VPS). You share the physical host with other VMs; noisy neighbors are possible but we mitigate with proper oversubscription.
Dedicated
You get the whole machine. No neighbors, max performance, and often better for compliance or high I/O. Higher base cost. Good when you've outgrown VPS or need the whole box.
